HAVE A CHAT WITH OUR NEW PRESIDENT: The northeast monsoon will be beginning in about 4 weeks. If we get organized quickly we can utilize the season's rainfall, though it may not be ideal in every year (sometimes too much / sometimes too little ). But if we start planting early using inter-monsoonal rain, outcomes are better) All dry zones should be made green throughout the entire year from 2025 onwards. There is plenty of land available in the dry zones districts.
Which includes
Hambantota
Monaragala
AMPARA
Batticaloa
Trincomalee
Polonnaruwa
Anuradhapura
Puttalam,
Mannar,
Vavuniya,
Mullaitivu,
Killinochchi
Parts of Matara (east to Empilipitiya)
Parts of Matale & Badulla
Kurunegala district -mostly has become residential.
We will be needing a lot of hybrid corn seeds which are usually brought from Thailand.
We need the orders to be placed this Monday (tomorrow) and we need seed for at least 100, 000 acres. Keep looking for more if we can get the land organized. We will be not important corn from next year. Perhaps if things go according to planning, we will be exporting corn. We also need soybeans seeds ( have export potential) Quantity depends on How HARD our AGGRARIAN SERVICES OFFICES & OUR DIVISIONAL SECRETARIES are prepared to work.
Well have no much time to talk a lot now. If we miss this opportunity we have to wait for the whole year till next monsoon. Let us activate people as much as possible &as soon as possible. If we begin working immediately with Verbal orders to divisional secretaries & Agrarian services departments for the work to begin on Monday or Tuesday. We will be having a completely different Unique model & Concept which is Environmentally friendly and socially acceptable. Economically sustainable
A minimum/optimal amount of fertilizer should be used to maintain natural soil fertility (& soil's natural environment). Balancing with yield & profits ( moderate amount of chemical fertilizers)
Use organic fertilizer intermittently whenever possible. Insecticides/pesticides should be used selectively only on early detection of disease not only to reduce toxins & chemical levels in our food but also to protect our water sources from contamination (responsible for a large increase in CANCERS, END STAGE CHRONIC KIDNEY DISEASES requiring dialysis, a lot of sufferings & premature Deaths, increasing numbers of non-alcoholic cirrhosis & CLCD.
(currently, they are used extensively & routinely which is unacceptable from the health point of view)
All the tractors with plows & backhoes from local areas and wet zones should be in use round the clock. All agrarian services dept should be alerted to be fully active both in the field & at the office (the idling period is over). We will be needing a lot of hybrid corn seeds which are usually brought from Thailand . We also will need soybeans ( have export potential )seeds Cowpea seeds Green gram seeds Pea nuts etc
I can keep giving ideas & instructions but immediate implementation needs hard work with the interest & responsibility of everyone from top officials to the workforce on the ground. We can begin planting at the wet zone anytime but the dry zones are not like that. Ideal at the earliest .
And, number of individuals who can handle 5-acre plots ( all unemployed university graduates can be handed over 5-acre plots, with 10 % profit Guaranteed & 10% of net asset value guaranteed)
And the number of individuals who are willing to fund. There are sufficient individuals who are willing to fund but the issue is without 50% profits & 50% net assets guaranteed no one would be willing . That should be okay because we will be planting medium-term crops (3 - 10 years), all with export potential & long-term crops ( more than 10 years ) all with export potential.
I have a long list of medium-term crops & long-term crops which I shall give later.
The local Indigenous community should be involved & incorporated into all the projects & should be acceptable by local society & community. I can keep giving ideas & instructions but
Immediate implementation depends on the energy & enthusiasm of every single person in the community & offices. Every single minute should not be wasted. The only people I hate in my life are people idling and doing nothing The time is perfect for getting everyone to start working hard from the top end of administration to the workforce on the ground. We can begin planting in the wet zone anytime but We have to start the dry zone immediately. In the future, all Srilanka will be green all year round.
TRUST ME.
The basic concept has been described earlier elsewhere ( I am not an expert but trying to work out an equitable method where all are winners ) In this bottom-up concept, the Divisional secretaries will be in charge of projects & District secretaries will be the head of all projects in the district.
There is no place for politicians up to this point. (this I thought much before the elections whatever the government it may be) The Divisional Secretary should ensure every inch of cultivable land is utilized & cultivated immediately. All landowners are responsible for the cultivation of their lands.
If the owners can not be traced, the Divisional secretary should have the power to hand over the plot to anyone in the local vicinity who is capable of funding for the immediate land preparation, planting, fertilizing & maintenance. Priority should be given to local individuals/ workers of all capacities with a salary that can be matched with a decent current living cost.
Even all laborers should be getting a minimum of 3000 rupees per day. All salaries should be above this scale and strong hard-working labourers should receive a minimum of 4000 rupees per day.
If people are not available in the locality, priority should be given to neighboring villages & cities.
Short-term, medium-term, long long-term plants suitable to the rainfall, soil, height from sea level & slope of the area are considered. (List I shall send later as time is too short) All people from school leavers to 75 years old should be working for at least 8 hours daily, 6 days a week.
7 am to 11 pm
2 pm to 6 pm may be ideal for the hot dry zone.
It can vary from area to area depending on rainfall, heat, humidity, and land level. Grama several is responsible for mobilizing all people capable of working regardless of age or sex. Even less capable people would be needed for less energy needed works as salary scale for less capable people maybe 2000 to 3000 till we become not dependent from others for loans, assistances & advises.

We can begin planting at the wet zone anytime but in the dry zone if we miss this month Then we have to wait for one more year. Also, there is a lot of dry land available in the dry zone Neglected Because of our foreign masters' divide & rule policy. Well, not much time to talk now.
Let us activate people as much as possible. Plenty of land available in the following districts
Lands with no ownership in the local vicinity could be allocated for locally living landless people for Immediate cultivation. Short-term, medium-term, long long-term plants suitable to the rainfall, soil, height from sea level & slope of the area are considered.
All people from school leavers to 75 years old should be working for at least 8 hours daily, 6 days a week.
7 am to 11 pm
2 pm to 6 pm
These are ideal times for dry sunny areas. It can vary from area to area depending on rainfall, heat & humidity. All agrarian services dept should be alerted to be fully active both in the field & at the office (the idling period is over). If the Divisional Secretary is unable to find the owner of the land or
if the land belongs to the government, depending on the funding capabilities it could be made into 5 acres, 10 acres & 20 acres plots and If no local people are not bold & brave enough and
not capable of doing so through local bank/ finance funding Lanka’s Sons & daughters overseas should be informed with urgent advertisements. The bottom up development projects should be funded by us, us alone and done by ourselves alone. We are financially & technically Capable now if properly organized. Without any sort if communication with others
Imports of all stuff including dried chillies, tinfish, sprats, potatoes, peanuts, corn, cowpea, green gram, cooking oil etc, etc should be stopped at the earliest.
Even if the production cost is higher, all should be produced here as the money should not flow out of the country. All lazy people should be energized to work hard. Some are not nourished well & I have witnessed that when they are fed well, most of them become a strong labor force.
When I land from overseas the first thing I notice is the slow motion of the people. This is something I don't like. All people should learn to walk fast, work fast & think fast. This is one reason that participation all in school sports and/or one hour of exercise is essential. Poor nourishment was one reason for those days.
